Statement of Significance

Formerly a Mechanics Institute, this building was erected on land given for the purpose by James Atkinson and is known to have been partly built in 1865. Additions were made in 1869 and the building was finally completed in 1871. There is a cannon in front of the building from the 'Man of War', 'Fantome', a ship belonging to Nelson's Fleet.
This single-storied structure is symmetrical, with pedimented windows to either side of the central doorway which is enframed by stylised Ionic pilasters with dentiled cornice above, a detail repeated to the parapet cornice. There are smooth rusticated piers at either end of the facade. This Conservative Classical Revival design is characterised by its elaborate detailing.
