A combined shire hall, court house and mechanics' institute building of 1890, designed by Beswicke and Hutchins in a Renaissance manner incorporating Palladian window motifs, reminiscent of the municipal buildings of G R Johnson. The prominent clock tower is distinctive for its strong modelling with corner pilasters and its mansard roof in the form of a truncated pyramid capped by a belvedere, and with circular dormer vents. The building has suffered alterations to both the interior and the exterior.
