Text from the 2004 heritage study: 

The building at 164-166 Main Street, Stawell, makes a significant contribution to the architectural and visual amenity of the predominantly 19th and early 20th century commercial streetscape. The form and rear sections of the building also contribute to the architectural amenity of the area. Built in the second half of the 19th century, the main facade has been altered but appears to be in fair condition when viewed from the street.
The building at 164-166 Main Street is historically and architecturally significant at a LOCAL level. It is associated with commercial developments in Stawell during the second half of the 19th century. Although altered, it still demonstrates some original design qualities of a Victorian style. These qualities include the crowning parapet with the central dentillated pediment, dentillated stringcourse, and the projecting, vermiculation-patterned blocks supported by elaborate consoles. Other intact or appropriate qualities include the symmetrical composition, single storey height, rendered brick wall construction, four-bayed ground floor composition and the timber framed window and door openings, all with rendered architraves. The rear gable roof form, face brick wall construction and parapets, and the face brick chimney also contribute to the significance of the place.
Overall, the building at 164-166 Main Street is of LOCAL significance.
