Text from the 2004 heritage study: 

The building at 119 Main Street, Stawell, makes a significant contribution to the architectural and visual amenity of the predominantly 19th and early 20th century commercial streetscape. Probably built in the early 20th century, the building appears to be largely intact on the front facade and in good condition.
The building at 119 Main Street is architecturally significant at a LOCAL level. It demonstrates original design qualities of a Federation Free style. These qualities include the two arched openings (window and porch) adorned with moulded arched architraves, and the twelve paned timber framed highlights including the Art Nouveau leadlighting above the door opening. Other intact or appropriate qualities include the single storey height, narrow form, dressed bluestone plinth, brown tiled wall base, face red brick wall construction and dado mould, timber framed door opening, stuccoed finish to the upper wall and parapet, rendered horizontal band forming the base of the parapet, two roundels in the parapet, and the flanking piers at the sides of the building with projecting stringcourses and arched rendered cappings. 
The building at 119 Main Street is historically significant at a LOCAL level. It is associated with commercial developments in Stawell in the early 20th century. 
Overall, the building at 119 Main Street is of LOCAL significance.
