Statement of Significance

A public building of 1893 which assumes a somewhat domestic character through the dominance of the single storey substructure by a high hipped roof (formerly terminating in a flagpole), and the stylistic influence of the Queen Anne Revival: the combination of this style with the fine Romanesque Revival entrance in three orders, and the tension between the symmetrical pavilion facade and the picturesque subsidiary massing, both reflect the flexible and innovative approach of the architect William Pitt.
