"Under the Obelisk" is significant as a work of public art at state level. Three bluestone obelisks of differing lengths each topped with an undulating white Carrara marble form. The paving of the forecourt was designed to highlight the unity of the three rising elements by placing them within a large paved obelisk pointing towards the entrance of Norwich House. Akio Makigawa used Port Fairy bluestone for the shafts of the obilisks to incorporate a specifically regional reference in his artwork. The muted grey tone works effectively against the brownish render of Norwich House and its dark tinted glass entry, also blending well with the trees lining St. Kilda Road, as the heights of the shafts are comparable to those of the tree trunks.
The undualting highly polished white marble tops crowning the obelisks introduce a sense of motion that counterbalances the vertical poise of the shafts.
