What is significant?
The extant timber cottage, which is one of a series of buildings constructed at the site from the 1870s and the mature exotic plantings located in the vicinity including an Irish strawberry tree, camphor laurel and pepper tree.

How is it significant?
The cottage is historically and technically significant to the Shire of Nillumbik.

Why is it significant?
The cottage is historically significant as one of a number of buildings constructed on the site from the 1870s and for its associations with the early development of the Shire. Later, the cottage was connected to the Joughin family who lived on the site in the 1920s and after whom Joughin's Hill was named (Criteria A & H). The cottage is historically and technically significant as a rare and fine example of early construction methods, in particular joinery details, in the Shire (Criteria D & B).

The plantings are historically significant for their association with the early house (Criterion A).
