How is it significant?
The former Toora Butter Factory Manager's Residence, at 13 Foster Road, Toora, is of historic and aesthetic significance to the South Gippsland Shire.
Why is it significant?
Historically, it is believed that this building was built at the same time as the third Toora Butter Factory, in 1914, to be a residence for the manager, Mr Mackay. This building is the only surviving building to be associated with the third Toora Butter Factory. This residence illustrates the growth of the Toora as a town in the interwar period. It also demonstrates the importance of the third Toora Butter Factory, and the dairy industry overall, to the town as the manager's residence is in a prominent location, on a corner block near the local church (see TO-FO-009). (Criterion A)
Aesthetically, this building is an intact example of an interwar bungalow with connection to the dairy industry. This building significantly contributes to the aesthetic and historic character if Foster Road and Toora. (Criterion E)
