What is significant? - 1-19, 23, 25 & 2-16, 22, 26 Learmonth Street Non-original alterations and additions to the above houses, and the houses at 18, 20, 21, 24 & 27 Learmonth Street and 1, 53 & 55 Winchester Street are not significant. How is it significant? Why is it significant? The precinct is architecturally and aesthetically significant as a fine collection of Victorian and Federation domestic architecture from elaborate freestanding Italianate masonry villas through to modest single fronted timber dwellings. (Criteria D & E)
The Learmonth Street and Winchester Street precinct, a residential area predominantly developed during the second half of the 1880s, is significant. The following places contribute to the significance of the precinct:

The Learmonth Street and Winchester Street Precinct is of local historic, architectural, and aesthetic significance to the City of Moonee Valley.
The precinct is historically significant for its associations with the development of Moonee Ponds during the development boom of the late nineteenth century. It recalls the period when the (Union Road and Moonee Ponds) shopping centre in the vicinity of Ascot Vale and Moonee Ponds stations and the introduction of the tramway were established to service its suburban context.
