What is significant? - The houses and flats constructed during the inter-war and early postwar era in Baroda, Cashmere, Flemington, Lucknow, Madura and Mooltan streets. The houses 56 Baroda Street (HO35), 183 (HO45) & 197-99 (HO46, H1202) Cashmere Street, 21 Lucknow Street (HO134) and 95 (HO75) Mooltan Street and the flats at 121-137 (HO133) Mooltan Street are Significant and also contribute to the precinct. Non-original alterations and additions to the Significant and Contributory houses and flats, and the houses and flats and other buildings at 76 Baroda St, 80 Flemington St, 39 Lucknow St and 43 Mangalore St are not significant. How is it significant? Why is it significant? It is architecturally and aesthetically significant as a small, cohesive and intact inter-war estate that forms a distinct visual entity from surrounding streetscapes. (Criteria D & E)
The Travancore Estate precinct, which is a residential area comprising housing constructed during the inter-war and early post-war period the site of Flemington House, the magnificent mansion and parkland established by Hugh Glass in the second half of the 19th century, and re-named Travancore by its second owner, Henry Madden, is significant. The following buildings and features contribute to the significance of the precinct:
- The Church of St George and manse at 41 Baroda Street.
- The inter-war shops in Mt Alexander Road.
- The mature trees, front gates and other remnant features associated with the Travancore estate, now part of the Flemington Primary School grounds.
- Flemington Primary School, as constructed in 1922.
The Travancore Estate precinct is of local historic, architectural and aesthetic significance to the City of Moonee Valley.
It is historically significant as an illustration of the significant residential development that occurred in Travancore during the inter-war period and early-postwar periods as a consequence of mansion estate subdivisions, and for the associations with Hugh Glass and Henry Madden. It is also significant for the collection of inter-war government buildings, designed for the progressive health care and/or education of children. (Criteria A, D & H)
