C Listed - Local Significance The building at 31-33 Mount Pleasant Road is aesthetically significant at a LOCAL level. Although substantially altered, it still demonstrates original design qualities of the mid Victorian style. These qualities include the symmetrical, hipped slate roof form, rendered chimneys with cornices, and the worked timber eaves brackets. The exotic palm and Morton Bay trees on the site contribute to the significance of the place. The building also makes a significant contribution to the predominantly single storey Edwardian and interwar Californian Bungalow streetscape. The building at 31-33 Mount Pleasant Road is historically significant at a REGIONAL level. It is associated with the former Shire of South Barwon, having previously functioned as the Shire Hall, Offices and Free Library until 1978. The building at 31-33 Mount Pleasant Road is socially significant at a REGIONAL level. It is recognised by the community as having public value as an adult education centre and is held in high esteem for its past associations with the former Shire of South Barwon.
