The house at no. 24 Grosvenor Street, Moonee Ponds was built prior to 1891 when it was occupied by Thomas L. Winchcombe. It is historically and aesthetically important. It is historically important (Criterion A) as a substantial house recalling the first phase in the settlement of Moonee Ponds as a suburb of the metropolis. It is aesthetically important (Criterion E) as a comparatively plain but in other respects representative example of a common villa design of the late Victorian Period, the locally distinguishing elements being its size and asymmetrical treatment.
