The house at 23 Skene Street, Stawell, makes a significant architectural and visual contribution to the predominantly late 19th and early 20th century residential area. It is significant at a CONTRIBUTORY level, being associated with residential developments in Stawell in the late 19th or early 20th century and it demonstrates some important design qualities of the interwar Californian Bungalow style. These qualities include the gable roof form that traverses the site, together with the verandah gable that projects towards the street frontage; single storey height; asymmetrical composition; painted brick chimney; broad eaves with exposed timber rafters; projecting bay window at the front; timber framed double hung window with 6 paned upper sashes; timber framed doorway and the gable ventilator.
