Text from the 2004 heritage study: 

The house at 29 Scallan Street, Stawell, has significance as a relatively intact example of a rudimentary Victorian style. Built prior to 1878, the property was owned by David and Mary Telford in the 19th century. Telford was the local grocer and produce dealer, and he appears to have lived there until his death in 1896, while Mary Telford may have lived there until her death in 1901. The house appears to be in fair condition when viewed from the street.
The house at 29 Scallan Street is architecturally significant at a LOCAL level. It demonstrates original design qualities of a rudimentary Victorian style. These qualities include the simple gable roof form that traverses the site, together with the hipped concave verandah that projects towards the street frontage. Other intact or appropriate qualities include the single storey height, rendered brick wall construction, red-painted galvanised corrugated iron roof cladding, unusual moulded timber fascias and exposed timber rafters about the main eaves, three rendered brick chimneys with corbelled tops, bracketed timber verandah posts, window and door openings, timber framed double hung windows, and the simple quoinwork framing about the windows and doors.
The house at 29 Scallan Street is historically significant at a LOCAL level. It is associated with residential developments in Stawell in the second half of the 19th century. In particular, this house has associations with David and Mary Telford from 1878 until 1901. David Telford was a local grocer and produce dealer, who also owned Chaff and Grain Mills. 
Overall, the house at 29 Scallan Street is of LOCAL significance.
