Statement of Significance

Although altered and painted in unsympathetic colours, the Mitre 10 Store, 2 Raglan Street, St. Arnaud, makes an important architectural contribution to the Raglan Streetscape. This building was constructed for James Rowe in 1906. Designed by the architects, Kell and Miller, the building was sold to Dimelow & Co. by the 1930s and it has been David O Jones's Mitre 10 store since 1979. Alterations have been carried out to the shopfronts, verandah and the new inappropriate colour scheme introduced.

The Mitre 10 Store is architecturally significant at a LOCAL level. It demonstrates some original design qualities of a Federation Free style. These qualities include the single storey composition and particularly the dominant parapet adorned with stylised, geometric segmental pediments forming three bays and separated by projecting pilasters with pointed cappings.Other intact qualities include the moulded stringcourse below the parapet, incised rectangular panels, broadly projecting bullnosed verandah clad in galvanised corrugated iron, and the chamfered verandah timber columns.

The Mitre 10 store is historically significant at a LOCAL level. It is associated with the development of James Rowes' "Victoria Arcade" from 1906, which sold furniture and furnishings. From the 1930s the building was associated with Dimelow & Co., and blinds were manufactured there at that time. During the 1960s the building was known as Cadzow's Hardware and since 1979 it has been associated with David O. Jones's Mitre 10 store. The building is also associated with the architect, William Kell.

The Mitre 10 store is socially significant at a LOCAL level. It is recognised by the St. Arnaud community as having public value as one of the Federation stores constructed by the early and well-known James Rowe and family.

Overall, the Mitre 10 store is of LOCAL significance.
