Statement of Significance

The building at 102-104 Napier Street, St. Arnaud, makes a significant architectural contribution to the northern commercial section of Napier Street. The left-hand part of the building (shop Nos. 102a and 104) appears have been erected by the early 1890s and used as the 'Victoria Boot Depot' by J. Mahaffy while the right-hand part of the building (shop No. 102) may have been built as late as the inter-war period (1920s-1930s), with the earlier building being refaced and the shopfronts refitted to match. Overall the two buildings contain three (and possibly originally four) shops. The front exterior of the building appears to be reasonably intact. Long-term owners associated with the shops were the Kelly family, who were General Drapers and Outfitters, and the Halfhide family, who were Jewellers and Watchmakers.

The building at 102-104 Napier Street is architecturally significant at a LOCAL level. It demonstrates original or appropriate commercial design qualities for the interwar period (1920s-1930s). These qualities include the dominant parapet with slightly projecting piers, central pediments, projecting concrete capping and projecting line of bricks, and large rectangular signage panels. Other intact or appropriate qualities include the single storey height, rendered brick construction, painted galvanised corrugated iron bullnosed verandah, metal framed shopfront windows and ingoes with decorative leadlight highlights, metal framed projecting display window, early metal framed and glazed door, and decorative base wall tiles below the shopfront windows and to the floors of the ingoes. The architectural significance of this building relies on the retention and conservation of both buildings.

The building at 102-104 Napier Street is historically significant at a LOCAL level. It is associated with commercial developments in St. Arnaud in the late 19th century and the interwar period of the 20th century. More particularly they are associated with long-term owners the Kelly family, who were General Drapers and Outfitters, and the Halfhide family, who were Jewellers and Watchmakers.

Overall, the building at 102-104 Napier Street, St. Arnaud, is of LOCAL significance.
